January 30, 2024 – An AWC was issued in which Rosser was assessed a deferred fine of $5,000 and suspended from association with any FINRA member in all capacities for 45 days. Without admitting or denying the findings, Rosser consented to the sanctions and to the entry of findings that he borrowed a total of $19,000 from two of his customers, who were personal friends, without notifying or obtaining prior written approval from his member firm. The findings stated that on an annual compliance questionnaire he submitted to the firm, Rosser denied having borrowed money from any customers, despite obtaining these loans.
