Schwartz Law is currently investigating claims against Thomas Reyes and Bryan Noonan, who were formally registered with Raymond James. We are seeking information from anyone who has had dealings with Mr. Reyes and/or Mr. Noonan, or who had investment-related losses due to the sale of unapproved annuities and other investments.
What We Know…
Reyes and Noonan, former advisors at Raymond James, have been barred by the Financial Industry Regulatory Authority (“FINRA”) after allegations surfaced that they engaged in selling investments not approved by the firm. According to Form U5 filings from Raymond James, Reyes "sold annuities that were not on the firm's approved product list away from the firm," while Noonan was under internal review for potential violations related to outside business activities and selling away.
Raymond James recently disclosed that Noonan and his clients had invested in an unapproved investment. Both Reyes and Noonan refused to testify during FINRA’s investigation into these allegations, leading FINRA to find them in violation of FINRA Rule 8210, which outlines requirements for cooperation in investigations, and FINRA Rule 2010, which establishes standards of commercial honor and just and equitable principles of trade.
Reyes, who had a 23-year registration history including nearly seven years at Raymond James, spent approximately 14 months at Next Financial Group in LaVista, Nebraska, following his departure from Raymond James. He left Next Financial in July 2023 without registering at another firm thereafter. Reyes' registration record includes three customer complaints, with two denied and one settled for $9,749.44 out of requested damages exceeding $42,000, alleging misrepresentation, unsuitability, and unauthorized trading in 2020.
Noonan, who was discharged from Raymond James after nearly three years, had recently registered at Edward Jones in Scottsdale, Arizona, as of February this year. An Edward Jones spokesperson emphasized the firm's commitment to clients and compliance with regulatory rules, noting that Noonan's employment was terminated upon discovery of his agreement with Finra's bar due to failure to cooperate with the inquiry into his conduct at a previous firm. Noonan's registration record does not include any customer complaints.
