The Schwartz Law Firm is reviewing the FINRA action against Qi Hua Yang (CRD #7439718) of San Francisco, California.
On August 10, 2026, FINRA issued a Letter of Acceptance, Waiver and Consent. Without admitting or denying the findings, Yang consented to a deferred $5,000 fine and a six-month suspension from association with any FINRA member, in effect from August 10, 2026, through February 9, 2027.
FINRA's findings state that Yang falsified three variable annuity applications and one fixed annuity application submitted on behalf of an organization. On each application, he listed funding account numbers for bank accounts that did not exist, at financial institutions where the organization had no accounts. He also failed to confirm that the person who signed the applications had authority to sign for the organization, and that person in fact lacked such authority. Yang received advance commissions from his member firm and its insurance affiliate based on those applications. The firm and its affiliate later canceled all four applications and clawed back the commissions. The findings also state that he caused the firm to keep inaccurate books and records.
FINRA Case #2023080063701.
